Fitch Ratings said Thursday that it upgraded Costa Rica by two notches to BB- with a stable outlook on "the sharp structural improvement of its fiscal position and easing of government constraints to finance its budget." Costa Rica benefits from "sustained" access to financing from multilateral lenders, which has eased borrowing costs, and the government has exceeded the fiscal targets in a loan agreement with the International Monetary Fund (IMF) "by a wide margin," Fitch said in a report.
