Argentina's offer to buy back more than $1 billion worth of foreign debt has raised concerns among analysts, bondholders and credit rating agencies that it is perhaps not the right time to do it when international reserves are running low. Economy Minister Sergio Massa announced the offer last month, saying he wanted to take advantage of a decline in Argentina's country risk to buy back bonds that mature in 2029 and 2030.
