Mexico's state-owned oil company Pemex has “reached a preliminary agreement” with HSBC and Goldman Sachs for an around $1 billion green loan, Bloomberg reported. The financing will be linked to achieving targets for reducing carbon emissions, the news agency reported, citing people with knowledge of the agreement.
