Capital markets in Latin America and the Caribbean may have decoupled from other emerging markets to offer a "flight to safety" for international investors, despite the global shock caused by Russia's invasion of Ukraine, said Mauricio Claver-Carone, president of the Inter-American Development Bank (IDB).
