The United Nations Economic Commission for Latin America and the Caribbean (ECLAC) has pushed for middle-income countries to be included in all debt relief initiatives and called for a "multilateral forum" to debate conditions for issuing and restructuring debt.
"[W]e need a new international financial architecture to respond to the emergency and development in the region," ECLAC Executive Secretary Alicia Bárcena said in a report last week.
