Pan American Energy (PAE), the second-largest oil producer in Argentina, said Friday that it maxed out a bond sale in the local market, selling ARS4.48 billion ($44.3 million) in short-term notes to lower its borrowing costs, yet few investors opted to swap a maturing bond as offered in the deal.
