The province of Buenos Aires said Monday that it delayed the deadline until November 6 for bondholders to adhere to a restructuring offer for $7.15 billion in external debt. Buenos Aires, the largest province in Argentina, had given creditors until October 9 after delaying the deadlines on several occasions to get more bondholders involved. The province announced the offer on April 23, asking for a three-year grace period, a 55% reduction in interest payments and a 7% discount on principal payme
