Telecom Argentina said it plans to sell up to ARS10 billion ($167 million) in bonds, a move that one analyst said is the latest in an emerging wave of corporate issuers taking advantage of a decline in interest rates and excess liquidity as a debt crisis keeps the sovereign out of the market.
