Loma Negra, Argentina's largest cement maker, said on Thursday that it has taken out two bank loans for a total of $29.8 million to finance a second production line at a plant, even as a growing number of companies struggle to secure financing despite a recent decline in local interest rates.  The company borrowed $13.1 million from Industrial and Commercial Bank of China (ICBC) and another ARS1 billion ($16.7 million) from HSBC, both with two-year tenors, according to a securities filing.  Th
