Argentina's Economy Minister Martín Guzmán announced a first effort on Tuesday to avert a looming debt default that includes tax increases on agricultural exports among a host of strategies that analysts said is fiscally and monetarily conservative but not enough to place bets yet on how the country will restructure its debts.  The social solidarity and productive reactivation bill, as it is called, was sent to Congress for review, with a focus on boosting tax revenue, deterring capital flight,
