Liberty Latin America said it has made an offer to buy Millicom International Cellular, which operates the Tigo mobile phone company in nine countries in Latin America.
Liberty called it a "highly condition, non-binding proposal" and added that it does not intend to make more comments until it reaches a deal.
Millicom confirmed that it has received an offer, but said that it is not a done deal.
