When Enrique García took over as the president of the Development Bank of Latin America (CAF) in 1991, he surprised some of his new colleagues as he laid out his priorities for the Latin American institution. At the time, CAF was financed by the governments of five countries in Latin America and was viewed as a small and low-profile multilateral bank.
