Rodríguez Leaves OPEC for PDVSA OPEC Secretary General Alí Rodríguez agreed in mid-April to assume the presidency of Venezuela's state oil company, Petróleos de Venezuela. Rodríguez previously served as President Hugo Chávez's oil minister before assuming the top OPEC post in November 2000 and returns to a country and company shaken by the failed presidential coup. Chávez is counting on Rodríguez to ease labor tensions at PDVSA, where striking workers have halted exports and reduced production. As oil minister from February 1999 to December 2000, Rodríguez oversaw Venezuela's compliance with OPEC production quotas.
